On Thursday, Somalia’s Ministry of Defence announced that Somalia and Turkey had signed an updated protocol (Amendment Protocol Number 1) to the original Financial Assistance Agreement, which was first signed on July 17, 2019.
The revised protocol focuses on deepening security cooperation between the two nations, particularly in enhancing the capacity of the Somali National Army (SNA) through training, provision of equipment, and institutional development.

According to the Ministry, this step will pave the way for stronger collaboration in areas such as joint military exercises, intelligence sharing, and the implementation of coordinated programs aimed at building more capable security institutions.
This initiative comes as part of ongoing efforts between Somalia and Turkey to strengthen the capabilities of the Somali government forces in maintaining security and countering terrorism. The contents of the new protocol are expected to significantly contribute to stabilizing regions still experiencing insecurity.

Leaders from both sides emphasized that the partnership is designed to address shared challenges such as terrorism and maritime piracy, describing the agreement as a major step forward in fostering long-term peace and stability in the region.
The revised agreement reflects Turkey’s continued commitment to supporting Somalia’s reconstruction process and the establishment of strong security institutions capable of protecting the nation and its citizens.
