Failure to Release Prisoners Continues to Stall Talks Between the DRC Government and AFC/M23

As peace talks aimed at finding a lasting solution to insecurity in the eastern region of the Democratic Republic of Congo (DRC) are set to resume this week in Doha, Qatar, the issue of prisoner release remains one of the major obstacles hindering progress toward peace.

The DRC government and the AFC/M23 rebels are expected at the negotiations, with one of the key agenda items being how to facilitate the exchange of prisoners.

The International Committee of the Red Cross (ICRC) has been designated as an independent intermediary to help identify, monitor, and facilitate the implementation of this process. However, no significant progress has been reported so far.

While preparations for the talks continue, the provinces of North and South Kivu remain affected by ongoing conflict. AFC/M23 continues to accuse the Kinshasa government and its allies including FDLR, Burundian forces, Wazalendo fighters, and mercenaries of launching attacks on civilians, including the use of drones.

At the same time, AFC/M23 is reinforcing its military capacity. On October 1, 2025, about 7,000 fighters completed military training in Tshanzu, while another group of similar size had been presented two weeks earlier in Rumangabo. These recruits include former members of the Congolese army (FARDC) and individuals previously affiliated with Wazalendo militias.

Civil society groups in eastern Congo have raised concerns, warning that continued fighting could once again expose civilians to displacement, violence, and lack of general security.
