The Rwanda Investigation Bureau (RIB), in collaboration with the Rwanda National Police, has arrested Bucyanayandi Emmanuel, who is suspected of using prophecy-based teachings to unlawfully solicit money.
According to RIB’s statement released on October 21, 2025, the man, who claimed to be a preacher, used social media platforms to spread fear among people by promising miracles such as protection from misfortunes, diseases, or death, asking for money in return.
RIB has urged the public not to give value to such baseless teachings that promise unproven outcomes, as their aim is to strip people of their possessions and mislead them.
Bucyanayandi also appeared in videos asking people for large sums of money, some he promised would be multiplied five times, while others he asked for money to save them from death he claimed to foresee through “prophecies.”
He is currently being held at the RIB Remera station while his case file is being processed for submission to the Prosecution.
RIB and the Police have warned all individuals who hide behind prophecy to commit crimes that they will not be tolerated.
