Grace Room Led by Pastor Juliene Kabanda Stripped of Legal Status by RGB

On Saturday, May 10, 2025, the Rwanda Governance Board (RGB) announced that it had revoked the legal status of the Grace Room Ministry, which was led by Pastor Juliene Kabanda, for failing to comply with laws governing faith-based organizations.

According to the statement released by RGB, Grace Room violated the regulations for organizations with religious objectives by conducting activities that were inconsistent with its approved mission and founding documents. The statement clarified that Grace Room had focused mainly on prayer sessions and other religious gatherings that did not align with its officially registered purpose.

RGB emphasized that all registered organizations must ensure their activities align with the objectives stated at the time of registration. Any organization that deviates from its approved mandate may face administrative sanctions, including the revocation of its legal registration.

Pastor Juliene Kabanda, who led Grace Room, has not provided an official statement regarding the decision, but some members of the ministry expressed sadness and confusion over the revocation, saying they had found spiritual guidance and support through its services.

RGB reminded all faith-based organizations to respect the legal documents under which they are registered and to adhere strictly to the laws and regulations governing their operations, as part of promoting accountability and good governance.

This decision comes as RGB continues a broader audit of faith-based organizations to ensure their activities comply with national laws and operational guidelines in Rwanda.
