President Kagame reminds new leaders of the responsibility to be self reliant

Following the appointment of a new Government, President of the Republic of Rwanda, Paul Kagame, presided over the swearing-in ceremony of newly appointed leaders on Friday, July 25, 2025. The event took place at the Parliamentary Building and included the Prime Minister, newly appointed ministers, ministers of state, and other senior officials assigned to new responsibilities in the reshuffled Government.

This swearing-in ceremony is in accordance with the Constitution, which stipulates that members of the Government are appointed by the President after consultation with the Prime Minister, and must be appointed within 15 days of the Prime Minister’s appointment.

President Kagame urged the new leaders to adopt a mindset of self-reliance, build on the country’s existing capacities, and avoid relying on external actors to solve national challenges. He emphasized that Rwanda’s development must be driven by Rwandans themselves and that international support only becomes meaningful when it aligns with a country that has a clear vision and direction.

Addressing the culture of dependency, President Kagame cautioned the leaders against expecting others to come and solve the country’s problems. Instead, he stressed that it is their responsibility as leaders to use the resources available and find sustainable solutions to the issues Rwandans face daily.

Among the new officials sworn in are Dominique Habimana, appointed Minister of Local Government; Dr. Bernadette Arakwiye, Minister of Environment; Jean de Dieu Uwihanganye, Minister of State in charge of Infrastructure; and Dr. Telesphore Ndabamenye, Minister of State in charge of Agriculture and Animal Resources.

President Kagame’s remarks come at a time when the country is pursuing a renewed political direction, with a strong focus on transforming governance, improving public service delivery, and reinforcing national resilience. He reminded the leaders that their actions must reflect the vision and values that Rwanda has committed to uphold.
