Ingabire Victoire Umuhoza has returned to the courts after being detained by security forces based on a new investigation into actions that allegedly threatened national security. These concerns derive from prosecution files that include intercepted messages and documents exchanged among DALFA Umurinzi members.
Charges: So-Called “Civic Rights” Training
According to the prosecution’s investigation, informal training sessions were held between August and September 2021. These sessions, organized by Sibomana Sylvain—a senior DALFA activist—taught participants nonviolent strategies for “overthrowing the current government.” Evidence includes WhatsApp exchanges showing that Sibomana invited members to virtual lessons via *Jitsi Meet, advising them to use pseudonyms referencing countries. Participants received materials including *Blueprint for Revolution and Comment faire tomber un dictateur…, works by Srđa Popović, known for aiding in the Serbian overthrow of Milošević.

Transformation Tactics Taught
The trainings focused on four methods to prompt change:
- Mobilization & persuasion encouraging citizens to peacefully protest injustice;
- Nonviolent demonstrations signaling resilience and readiness among the populace;
- Non-cooperation promoting refusal to comply with government directives, including tax boycotts;
- Dilemma tactics – using public pressure to hamper government functionality.
These strategies were repeatedly tested in mock sessions and supported through guidance videos and materials via YouTube links.
Coordinated “Operations”
Trainees were tasked with launching specific campaigns named Operation Shira Ubwoba, Operation Serwakira, and Operation Umuturage Imbere. These operations included distributing leaflets in marginalized communities, staging protest-themed performances (songs, T-shirts), and amplifying issues like land disputes and informal trader marginalization.
Legal Findings and Allegations
The prosecution accuses Ingabire of orchestrating these gatherings via Sibomana and distributing financial support through mobile money transfers to facilitate internet access and logistics. Both Sibomana and other DALFA activists are charged with inciting unrest, mobilizing citizens to undermine the Constitution, and spreading propaganda abroad to discredit the Rwandan government.
This case runs parallel with the charges against DALFA co-defendants already facing trial for similar crimes linking Ingabire directly to the organizational and financial planning behind these activities.
